Fluctuating import volumes coupled with reduced ocean vessel capacity in 2009 and 2010 meant significant spikes in rates and surcharges for shippers in 2011. Plus, the trend in the container lines transferring ownership of their chassis to third parties to cut costs appears to continue unabated.
