The global Foreign Direct Investment (FDI) market is anticipated to reach $1.8 trillion by 2016.  The US remains the most attractive destination for foreign investors, but global competition for investment is fierce and the US is losing market share.  Increasingly, US states and metro regions are adopting more robust strategies to lure international business investment.  Why? Because FDI has the potential to increase significantly the region’s global competitiveness.  With the leadership of the ACA, and under the auspices of the Transportation and Trade Corridor Alliance, Carol Colombo ( led a collaborative effort to identify the framework of a statewide FDI strategy.

Carol Colombo

Ms. Colombo is the managing member of Fedelta Partners, an Arizona-based private equity company.

Ms. Colombo has been an investor in, and officer and director of, numerous entities.  She co-founded Colombo & Bonacci, P.C. (1992), a boutique law firm specializing in international business law.  Her firm represented Qualcomm in its first business venture in Mexico.  She co-founded Pivotal Research with her husband, Louis Kirby, M.D., and helped build it into one of the largest private clinical research organization in the US prior to its successful sale to a publically traded company in 2005. She has served as CEO of Alert GPS Holdings, Corp., a tech company that provides sector-leading GPS solutions to the consumer and enterprise markets and provides core-alerting technology to state law enforcement for issuing Amber Alerts.

Ms Colombo enjoys contributing her time to advance international trade and economic development objectives.  She serves (since 1994) as the State of Arizona’s liaison to the United States Trade Representative’s Office (USTR), and, by appointment, as a member of the USTR’s Intergovernmental Policy Advisory Committee on Trade, a committee charged with providing international trade advice to USTR.  She has advised many past administrations regarding NAFTA, the World Trade Organization and other international trade and cross-border economic development matters.  Ms. Colombo has lobbied and helped obtain state and federal funding for trade, transportation and economic development initiatives that have been implemented throughout North America.  She is a past-president of the Arizona Mexico Commission and past Co-Chair of the Governor’s CANAMEX Task Force.  She is the recipient of the Outstanding International Business Leader Award for the State of Arizona (United States Department of Commerce 1993) and the Governor’s Award for Outstanding Service (June 2006) and recipient of the Women of M2M Industry Leadership Award (2013). 

 She serves on the board of directors of numerous for profit and not-for-profit organizations, including Renergy, Inc., a renewable energy company headquartered in Ohio; the National Law Center for Inter-American Free Trade, an institute devoted to supporting global economic development through commercial law reform; and the Arizona District Export Council, an organization devoted to advancing Arizona’s trade agenda and supporting the US Commercial Service’s efforts in the State.
