An ATA Carnet is an international customs document that provides duty-free customs clearance for temporary imports and exports into over 100 countries. ATA Carnet simplifies temporary entry by eliminating the need to post a temporary import bond or file a duty drawback. Virtually all goods, whether hand carried or cargo-shipped, may be covered by ATA Carnets.
U.S. Council for International Business (USCIB) was appointed in 1968 by U.S. Customs and the U.S. Treasury to be the National Guarantee body for the ATA Carnet in the United States.

V.P. ATA Carnet, Roanoke Insurance Group
Amanda Barlow is the Vice President of ATA Carnet for Roanoke Insurance Group. Ms. Barlow is responsible for the national marketing, promotion and development of the ATA Carnet product. She also manages the ATA Carnet training for U.S. Customs and Border Protection.
Prior to joining Roanoke, Ms. Barlow was the Marketing Director in the Carnet and Trade Services Department of the U.S. Council for International Business’ (USCIB). She was responsible for the national marketing, promotion and development of USCIB’s Trades Services, which are ATA Carnet, eCertificates of Origin, and USCIB International Bookstore. She joined USCIB in 2005 as a Carnet issuing representative, and moved into the Marketing Department in 2007. Before joining the USCIB, Ms. Barlow worked with ATA Carnets for an Italian fashion house.
She holds a bachelor’s degree in international trade and marketing from the State University of New York’s Fashion Institute of Technology (FIT-SUNY). Ms. Barlow authored and currently teaches the Export Promotion marketing course for the international trade and marketing department at FIT-SUNY, where she has been an Adjunct professor since 2006. She also sits on FIT-SUNY’s International Trade and Marketing department’s advisory board and has served on Gemini Shippers Association’s Scholarship Committee. Ms. Barlow was the Secretary and Marketing Chair on the Organization of Women in International Trade New York chapter’s board of directors from 2009 until 2012.
